Enabling housing that puts people and the planet first.

We’ve approved a new district plan that has ambitiously enabled housing development in our central and inner city suburbs.

Housing developments like this one pictured have been enabled across the city, meaning more people can live closer to our parks, pools, shops, and public transport.

We’ve already seen the number of applications for consents growing to make the most of these new rules, which means we’ll be seeing thousands of new warm and dry homes for our communities.

The new District Plan also focuses on putting people and the planet first. By focusing our development in the inner city we massively reduce travel emissions and reduce urban sprawl. That means keeping more of our green space for people and our native animals to enjoy.

Our work on the District Plan also included:

  • Increased walking catchments to enable a walkable city where you don’t need to rely on a car

  • Upzoning along the Johnsonville Railway line so more people have access to public transport, and

  • New rules so that developments across the city use water sensitive urban design to mitigate flooding.

We’ve also kickstarted the process to embed Māori into our planning rules by recognising sites of significance and simplifying the planning process for Papakāinga,

Quality homes for renters

In 2023 we expanded the Council’s public health team to include inspections of properties a tenant has a healthy homes issue. The team receives complaints from tenants and is able to help raise issues to be resolved with landlords.

The Public Health team now works closely with Tenancy Services and can refer cases to them if a landlord refuses to comply.

Upgraded social housing so everyone can have a home

As part of our commitment to public housing we’re upgrading over 800 of our units so that all 3,000 Te Toi Mahana tenants have access to the housing that they deserve.

As part of the program we’ll be earthquake strengthening some of our buildings, improving fencing and communal areas alongside making the upgrades to individual units. This has been put off by multiple Councils but we’re getting it done.

Affordable housing that saves money and the environment

The Wellington City Council Te Kāinga Program is designed to bring life back to the central city, at no cost to the public, while saving the environment and increasing the resilience of or city.

We’ve almost doubled the number of affordable apartments in this program which takes old office buildings and converts them into earthquake strengthened, low carbon, affordable homes for hundreds of Wellingtonians.

Supported housing for those who need it

As part of our commitment to the full housing continuum we’ve financially supported the Wellington City Mission to open two supported housing facilities, ensuring that everyone who needs a home has access to one.

Te Pa Maru is Wellington’s fully supported ‘wet-house’ helping those addicted to alcohol with support and housing.

Whakamaru is the new heart of the Wellington City Mission and provides 24/7 support to 35 units alongside a social supermarket, a dental clinic, and a medical centre.
